Lots of families with young children are able to take their camping/mobile home holidays off peak if only to save money. The same can be said for the retired and semi retired who have more time on their hands, and it makes good sense if you are able to take advantage of a couple of weeks camping/caravanning or in a luxurious mobile home somewhere warm to go when it's quieter.
At these times the resort towns may not all be fully open, eg some outdoor swimming pools in France don't open until July 1 and the nightlife will be quieter too, but that is not really a hardship to most people.
If you're travelling in Europe you'll find that channel ferry fares are substantially reduced during off peak times, or if you're staying in the UK the Camping and Caravanning Club offers Age Concession Reduction to all members (members only!) on production of proof of age. These are in the form of nightly reductions outside the peak season, and vary from site to site as well as seasonally.
